W1 – Utility Asset Management

Linking Investment to Service Levels – Application of Asset Management Planning to build a robust and defendable Investment Program.
Asset management plans (AMP) are the means through which an organization documents its framework for success in achieving their strategic goals. The plan should focus on achieving defined levels of service through life cycle asset management planning and subsequent determination of the optimum long-term capital and operational cash flow requirements. The AMP should present an integrated program of works over an appropriate planning horizon, which links capital investment with changes in maintenance and operational expenditure, along with changes to business processes, staff numbers and competencies.

The AMP should:

  1. Demonstrate that the Levels of Service (LOS) that the organization is responsible for are being delivered in the most effective and efficient manner.
  2. Demonstrate that due regard is being given to the long-term stewardship of the asset base.
  3. Demonstrate the responsible management of the asset portfolio.
  4. Communicate and justify funding requirements, or clearly articulate the risks associated with not investing in the assets.
  5. Show how regulatory compliance will be achieved and growth accommodated while maintaining the asset stock.

This 3 hour workshop will take the participants through the fundamental processes of developing a robust and defendable AMP and will focus on four sessions within the workshop, including the structure of an AMP, Defining Levels of Service, Linking Levels of Service & Risk and Developing a Capital Investment Program
